    This does not help anything at all.

    Being fined would be very down in the list why people may not want to have more than 2 children.

    Even in many cities, the birthrate is barely over 1.5.

    If they don't solve the real root cause, they would be in even worse place than China or Korea or Japan.

    This is wrong: they should not scrap this policy. They should keep it in place, and triple the fines. Scrapping the policy is the same as admitting they were wrong, and they shouldn't do that.

    I had a chat with an Indian friend about economic articles praising India's continuous population growth and his response was: "it's not good, it means more people born in poverty, it's just more slave labor".
