  Is this not the very definition of "a solution seeking a problem"?

  Yes, create conditions where devs can truthfully say what their friction points are. Then evaluate what the best solutions are and implement those. Who knows? AI might be a good solution, but also it might not. Preemptively assuming AI is the right answer is just continuing with the very problem this article is decrying.
