    18F and other such "enablers" are an unnecessary antipattern in the age of AI. They were useful before, but AI is now a more democratic and more deeply embedded enabler. The reason why they're an antipattern is they force their ideas on everyone, resulting in groupthink, also blocking independent innovation.
