That pdp11 which booted the vax 11/780 from 8" floppies (yes, they literally hung a pdp11 off the door of the vax) was an lsi-11. It ran an operating system. The vax could emulate an 11. So.. the vax was booted by running an 11, so the vax didn't have to emulate an 11 to run a bootstrap
