    [1] https://www.state.gov/russia-business-advisory/ :

    > The United States assesses that doing business in the Russia Federation and in Russia-occupied territories of Ukraine poses serious legal, financial, and reputational risks.

    Furthermore,

North Korea is a state sanctioned by the UN.

UN policies forbid UN Member States (and UNSC members) from collaborating with sanctioned states such as North Korea.

A kangaroo court decision if there ever was one. Doesn't courts realize that by coming up with nonsense like this they destroy their credibility? You can't take a court or the judge that came up with this sentence with a straight face.

Societies, organizations, and other compound collections of people are able to produce emerging behaviors usually associated with individuals. And more often than not — of psychopathic or narcissistic individuals. Actions like this obviously nonsensical fine seems very similar to what attention-seeking assholes do, just to have people talk about them.
