Apple rejected v2 of my app for blind sailors as "Spam"

I develop an app called VISCompass (https://github.com/mattclarkdotnet/viscompass2) - it's a very niche item designed to help visually impaired people sail boats. It's used by a small but keen community, and they've ben helping develop a new version for the past year.

So today I submit that new version to the App Store and it gets rejected as spam! I literally have 2 apps, the previous version and this version. The new version is a new app because we don't want to force any updates on people - visually impaired users really hate forced updates as voice navigation relies a lot on memory.

obviously I've appealed, but the level of care shown by Apple here is pitiful. It's a free app with no in-app sales, there's nothing in it for me, it's all for the benefit of the disabled community and... "Spam".
