The state of software on Windows today would lead me to believe this is true. Those just looking for money have moved to web development, and no one cares enough to make dedicated Windows applications.
While Linux has a lot of passionate users, they tend to be engineers, not designers, so the apps tend to be a bit more utilitarian and ugly. While there are efforts going on to help change this, devs on macOS have a relatively solid design language to build from, while Linux is a bit of a mash up.
