I very rarely use the App Store, but the one day I actually want to re-download Instagram it's down. And apparently has been for about twenty minutes. I almost feel like I somehow caused it.
It looks like Books, TV, Music, Podcasts, Arcade, Sports and Fitness+ are all down too.
