    Where does this article mention Figma will charge for View Access? It seems only scoped to the Dev Mode which was in beta

    No they aren't. It's just their Dev Mode feature which really hasn't been all that useful in my experience.

    For those who don't pay for Dev Mode, they'll revert to something like the Inspect mode they had previously.

    As others have said, title is plain wrong. Anybody can view designs for free, with access to measurements, colors, fonts, etc.

    Infrastructure isn’t free. View access cost money too so not surprised by it.
