There was a project, maybe posted here a few years ago, which showed a dictionary where you could click any of the words used in the definition and eventually it goes to a base set of words with pictures. The idea is that the dictionary is self-contained for language learners. Could have had some other languages as well.
One of its features was that the dictionary had no circular dependencies too.
