Ask HN: Does an academic's reputation depends on the uni they graduated or teach

I ask this in the context of deciding the "worth" of authors of textbooks. What I mean is if someone got PhD in tier 2 uni but is prof at tier 1 like Ivy League in US, is he deemed "better" than the opposite, that is PhD from tier 1 but prof in tier 2? With no other info about authors I base my judgement on this fact so want to know your opinion.

(Some authors would have graduated from European uni that I have never heard of, outside Gottingen, Oxford, Cambridge, but would be teaching at tier 1/2 US uni so it becomes very hard to judge, but I imagine European uni teach better so give higher weightage lol)

    It is rare for the tier 2 graduate to make it into tier 1, but if they do they are super exceptional and stand out.
