If you just need someone to do calls and emails, consider reaching out to your local college about internships. This is a good way to "try before you buy" some candidates. You will have to train them yourselves, but a good candidate would be one who picks it up quickly anyway.
You also have a lot of leeway in who and where you can hire people from. There are lots of people in low level call center or customer service jobs who do not know they are made of sales greatness. The best salesperson we ever hired came from Pottery Barn. She ended up closing $1.4 million in new accounts her first year.

For sales I'd poach someone from another company. While networking I've encountered many great sales people, and I know if I made them a decent offer they'd jump ship as most aren't tied to the product/company they sell for.
