The point from the article is that purification of the medium in which you cultivate the cells is arguably more CO2 intensive (4-25x they claim) than animal production.
Numbers on CO2 of animal agriculture are often hard to pin down, as many decide to include or exclude parts of the emissions for different reasons - make sure that that is taken into consideration when considering eating animals.
