Sounds like a formula to put narcissists in charge since they'll always be able to convince themselves and other people that their glass is 70% full and that everyone else's glass is 30% empty.
If a goal is important it has to be attained. Ukraine wants to win the war, it doesn't want to win 70% of the war.
