With Russia attacking Ukraine, this is the perfect distraction to prevent anyone from considering who has the biggest motive to do something like this.
You might think they don't have the means, but they have deep pockets and could buy the necessary equipment. You don't need to be a state actor to do this kind of thing anymore.
