What's the proper way to submit a down report?

I submitted a story to say that Reddit appears to be down, it had a small text and a link to Reddit.

The submission was immediately flagged. What is the proper way to report a service like Reddit being down?

not at all. "Reddit is down" is just not in any way on-topic for HN.
