Cop Pulls over Driveless Car

    No lights when the ambient light is below the "typical lights threshold" = software fail. No matter how it's driving, it has to conform to people's expectations of "a car in motion": headlights, turn signals, tail lights, brake lights, ... It can skip the high-beams, which is nice. Otherwise, it might be seen as a parked car or a car with broken lights.
