I'd imagine that if Musk tried to quietly sell off 10% of his shares, that'd probably trigger a massive sell-off due to shareholder fears that something was awry within Tesla. So, vetting the idea in public ahead of time is a good way to assure people that nothing's wong - a major shareholder just wants to liquidate some assets.
