Years ago I was working with the city council to address zoning laws for plots of 'single-family' home zones - which required only one dwelling (as defined by one common main entrance) on a ~2500 SF lot. Upon which you could easily put more than one not-so-tiny-home.
But the city would not go back on their zoning requirements, just as they wouldn't go back on their decision to give full rights and authority over all broad band to comcast and outlawed municipal networks.
