My organization has around 7 feature teams and is often swapping engineers from team to team in order to fill knowledge gaps or meet hard deadlines.

Who initiates these changes, what the current allocation is, and the history of previous engineer allocations are mostly lost and mirky at best.

Is there a tool that could track these team-to-engineer allocations in a visual manner?

Ideally, it would allow other teams to request engineers and show individual engineers’ current and historical allocation. It could do more but it would at least need to do this.
