I tried to enroll and during the last step of the process I received a notice saying that my enrollment couldn't be processed. I emailed Apple Support and this is what they wrote.

We are unable to continue with your enrollment at this time.You can still take advantage of great content using your Apple ID in Xcode to develop and test apps on your own device. Does anyone know how to address this and why they are so evasive about giving directions to resolve this issue? For context, I am an American living in Taiwan. I tried using a VPN to see if it was geolocation issue. I also tried to create a completely new Apple ID (I was using my "normal" one) but that didn't work either.
