Ask HN: Is it legal to store/cache data retrieved from Google Maps APIs?

Looking at the Google API terms & conditions about ownership (https://developers.google.com/terms/#c_ownership), it is confusing for me whether or not it is possible to store/cache the data retrieved from Google Maps API.

Say company X has an App with a million users. Users trigger calls to Google API with their locations every time using the app. Company X is storing/caching the data and soon they are semi-independent from Google Maps API.

Is there something illegal about this?

    Looks like it's stated in section e that you are not permitted to:

    Scrape, build databases, or otherwise create permanent copies of such content, or keep cached copies longer than permitted by the cache header;
