Ask HN: What software/apps are available for creating SOP's and WI's?

I'm looking for software or app that makes creating work instructions or procedures easy. I've looked around and the types of programs that keep popping up are task managers like Trello. I've seen Sweet Process but even that isn't what I'm looking for. I'd like to find a program that is designed more like "If this...Then that"or something similar. I'd also like it to be interactive and responsive. Currently our company is using Oracle information center to store Microsoft word documents with our instructions. I've googled this to death but I can never find the right words I guess. If there isn't something out there, I'd love to work with someone to build it. I don't want to reinvent the wheel if I don't have to, but if I do it might end up being a fun project.

    Having said that, we have tried many things and the best solution we found so far is an installation of dokuwiki on our internal server. People actually use it.

    The shiny software doesn't matter if people don't refer to the SOPs.
