By minimal risk I mean

1. not spending much money upfront

2. not needing much experience, specialty

3. is relatively in high demand

Ecommerce. Can easily start with $500 or less, spend a little time reading and buy stuff in demand.

http://www.frugalhack.me/2016/09/28/how-to-sell-on-amazon/ is long but will bring you up to speed quickly.

    Everything else is execution.

If such a thing existed, why would there not be plenty of entrants in that field?

dog walking is popular nowadays. A lot of people aren't getting married and so they have dogs instead of kids.

Also you could easily drive for uber or lyft.
